State Clinical Mentor

The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health in the Federal Ministry of Health (FMoH). Its mandate is to coordinate the formulation and effective implementation of the Nigerian government policies, guidelines and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care and support for those persons alreaady infected and affected by the virus in the country. In collaboration with the USG, NASCP is implementing a first phase of National Clinical Mentoring in the HIV programme in 19 Nigerian States for improved HIV service delivery.

The Institute of Human Virology, Nigeria, (IHVN) in collaboration with SASCP is seeking to recruit qualified persons in Katsina State to fill the following critical positions necessary for programme implementation in the state as indicated below.

Job Title: State Clinical Mentor

Job Summary: The candidate must be domiciled in the state and be conversant with the terrain. S/He is expected to build the capacity of frontline Healthcare workers to provide quality HIV clinical services offered as part of a comprehensive package of care in both public and private facilities as well as in communities.

 Responsibilities:

  • Provide on-site clinical training to health care workers on HIV treatment according to the national guidelines, including adult and pediatric ART and the treatment of tuberculosis and other opportunistic diseases.
  • Provide training through clinical consultation, assisting local health care workers to identify key bottlenecks affecting patients’ access to antiretroviral therapy (ART) and helping them with direct patient care as needed
  • Provide continuous medical education (CME), which may include didactic training sessions to health professionals, as needed. All training will be in accordance with the national guidelines.
  • Provide health worker capacity building sessions using various methodologies (including use of project ECHO, low bandwidth video conferencing).
  • Assist as requested with facilitating sessions on the weekly ECHO videoconferencing sessions with health workers from various sites in the states
  • Develop standard operating procedures for the provision of HIV clinical care at the health facility in collaboration with the Ministry of health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms
  • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines
  • Perform other duties related to clinical mentoring as assigned

Minimum Qualifications:

  • Must possess a degree in Medical Sciences (MBBS or equivalent). Post graduate qualification/Masters level training in Public Health, Family Medicine, Internal Medicine, Pediatrics or Obstetrics will be an advantage.
  • Must be registered with the Medical and Dental Council of Nigeria
  • At least 3-5 years’ experience with clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
  • Must have at least 2 years’ experience with program planning, assessment, and implementation of HIV clinical care program. Experience in the provision of HIV clinical training
  • Previous experience in HIV-related operational research is an advantage
  • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery
  • Experience in coordinating multi-disciplinary HIV clinical teams for effective service delivery
  • Willingness to travel to clinics and hospitals in assigned geographical areas within the State

Job Summary:

The Driver will provide secure and timely driving services, demonstrating the highest standards of professionalism, discretion, integrity, sense of responsibility, excellent knowledge of protocol whilst ensuring compliance with local driving rules and regulations. S/He will be expected to travel extensively with Program staff for monitoring and technical support to sites, participation at trainings, meetings, outreaches and program review workshops.

Responsibilities:

  • Provide reliable and safe driving services for staff and officials: Drives office vehicles for the transport of IHVN staffs, officials, visitors and delivery and collection of mail, documents and other items.
  • Conduct maintenance of all assigned vehicles: Ensuring that vehicle is kept in good running condition at all times through addressing minor repairs, making arrangements for major repairs, timely changes of oil, check of tires, brakes, water levels, and car washing.
  • Document all vehicle related information: Ensuring the availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle log books, fuel voucher booklet, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle; keeps track of insurance and other tax formalities.

  • Education: A secondary education is required, along with a valid driver’s license.

Job Summary:

The Administrative Assistant will work under the guidance and supervision of the Regional Administrative Officer, to provide administrative and logistics support services to the program implementation team and operations of the general office management of USAID Nigeria TB-LON 3 Grant.

Job Summary:

The TD PPM, TB-LON 3 will be responsible for private sector service delivery on the TB-LON 3 project, encompassing TB services across the continuum of clinical and community care among various cadres of private sector providers. She/he will lead the implementation and reporting of the private sector component of the project, provide technical expertise in high-impact interventions and their integration into established service delivery systems within facility and community TB PPM Providers, while ensuring the provision of high quality TB care to the beneficiaries and the achievement of both qualitative and quantitative targets.

Responsibilities:

  • Collaborating with other team members to develop TB-LON 3 TB PPM strategic and operational plans, ensure activity implementation as well as monitoring and evaluation of performance;
  • Developing/adapting the technical content of TB PPM service delivery, as well as capacity building tools, guidelines, SOPs and other policy documents;
  • Coordinating TB-LON 3 PPM cascade of care including demand generation, prevention services, case finding interventions, quality diagnostic services, case holding, referrals and linkages;
  • Developing innovative strategies and interventions for improving the impact of TB-LON 3 TB PPM activities and appropriately reflect these in weekly, monthly and annual activity plans;
  • Coordinating with the NTBLCP, STBLCPs,  and other internal and external  stakeholders to determine TB PPM capacity building needs and identify suitable opportunities to deploy appropriate resources to meet these needs;
  • Working in close collaboration with the FMOH, SMOH, NTBLCP, STBLCP, USAID and other stakeholders to provide the technical assistance required to achieve the expected outcomes of TB PPM as a whole, and TB-LON 3 Project targets in particular;
  • Strengthening the existing structure and support mechanism for Intermediary Organizations to implement sustainable mechanisms of service delivery across all TB PPM providers;
  • Analyzing the TB PPM cascade of care on a weekly basis and develop solutions for improving the quality of care and achievement of targets and objectives
  • Ensuring that technical and field staff prepare various internal and external data and programmatic reports as required;
  • Representing IHVN in presenting periodic updates to Federal, State, Local Government and Facility stakeholders, as well as USAID, IHVN and other key stakeholders during meetings, conferences, etc.;
  • Establishing and maintain good working relationship with the Government, Private Sector and other Partner officials at National, State, Local Government, facility and community levels;

Minimum Requirements:   

  • Advanced degree in Public/Community Health.
  • A minimum of 10 years’ experience in public health service provision and implementation, with at least 3 years demonstrable experience in large scale donor-funded TB PPM projects of similar magnitude in Nigeria.
  • Knowledge of USAID rules, regulations and policies, with specific understanding of cooperative agreements.
  • Excellent knowledge of MS Word, Outlook, PowerPoint and Excel.

Skills and Abilities

  • Demonstrable leadership skills, including building and managing high-level relationships with donors, government, private sector entities, NGOs, research institutions, etc.
  • Excellent interpersonal skills and ability to lead and work effectively in team situations.
